This will be for a  MOLLE II Waist Pack, also known as a butt pack or fanny pack.
These are utility packs for carrying gear. It's part of the MOLLE system, it attaches to PALS webbing
for quick and easy customization, or can be worn alone around the waist or over the shoulder.
Great for hunters, fisherman, airsoft, or any outdoor activity.
